Like the Arizona model-they place in divisions based on enrollment, and can move teams up/down based on competitive results. On top of that-they take the best 8 teams in all divisions THAT YEAR and place them in Open Division. Great games at all playoff levels as a result.
This year is tough because there are 11 or so legit Open-level teams, but they can only take 8. If you go to 16-first round blow outs.
