Every league has its own rules as to what constitutes a tie, and every league has different methods of tie-breaking. Some do a coin-toss, others look at head-to-head, and still others (only a few these days) will do a playoff game (if they still have a game open on their schedules which permits a game to be played before the official end of the regular season).

Tie-breakers are not up to the CIF sections; they are solely determined by each league based on the particular league's bylaws.
