: Many/most leagues are created geographically, not competitively. Most leagues have 1-2 teams that are way better than everyone else. So putting more weight on league play - that you can't control - only hurts competitiveness in the playoffs - which is the ultimate goal.

There is no perfect formula because you are always using the last 2 years of a team's results.. no team is the same as 2 years ago.... they may have graduated everyone or might all be juniors now and much improved....
Using league as more weightier is definitely NOT a good solution because of the aforementioned inconsistencies throughout the league... as the previous poster said, leagues are imbalanced... Another problem is some leagues play 14 games, others play 8....
Again, no perfect system... just trying to level the playing field, and for the most part, it seemed to work ok last year... Certain teams (think Los Osos) benefited from 2 horrible years and then being placed in 3A. This year they will be readjusted and most likely in 1A..
With the current ranking format, I don't think you can ever prevent this from happening due to transfers, coaching changes, new frosh, etc. CIF is trying to balance it, but it will never be perfect and that's ok....
