I don't think it's true that it's based on playoff performance. Our team is in 1AA. If you look at the 1AA list, there is a player who's team had a bye, beat one bad team, and then lost. And as a player, she performed very poorly and was outplayed both games. This isn't to say she's a bad player, but I scouted both games and she was not good but still received all-CIF.
