I'm confused...you are saying that it is OK for teams like Mater Dei and Chaminade to be in a division below weaker teams from other sections but then say the top teams should compete for state?
My point is, allowing for certain section/division winners being slotted, and for each section getting X teams overall, all other spots should be filled top down with the best teams regardless of section.
Open: Section winners (unless committee/section opt for lower), balance of bracket with best teams regardless of section.
D1: Section winners then balance of bracket with next best teams regardless of section.
