Read the Playoff Bulletin, it walks thru the process.
They start by seeding the top 4 teams, then the second 4, third four and final four to make 16 seeds (taking into account the SCIBCA polls), then they place the remaining 1st place teams in leagues, then 2nd place teams, 3rd place teams, 4th place teams and finally at-large bids as long as space remains in the 32 team bracket. They try to make sure same league opponents are on opposite sides of the bracket but there are exemptions to that rule (travel).
