My view of polls is that you vote the teams in order of how good they are at that moment in time.
It's a snapshot.
If I think that Team A would beat Team B on a neutral court, then I vote Team A ahead of them no matter who is playing or not playing.
Now, when it comes to seeding for playoffs, that's when I think the injury really comes into play. Or being ineligible for some reason (grades, etc.).
Because when you are seeding you are projecting performance over several games, and the injury most likely will affect a team more in later rounds so you need to take that into consideration.
