The answer is "all of the above".
There is no cut and dry answer I'm afraid.
I would value a competitive loss to a good team more than a blowout win over a cupcake.
Getting a rotational player, either by return from injury or transfer has to be considered and as the next few weeks progress, should show in that team's results.
As for a BAD loss - there are factors to consider. Did they get killed? Or did they lose a close game to a team they should have beaten? Were they missing players (injury, vacation, illness, etc.)? Was it a fifth game in five days? This is hard to value as it is probably hard to figure out circumstances. Also, maybe it was just a bad game - everyone has one now and again.
Unless you can see all the teams play, it will really be hard to do a true ranking. But you can try to get close.
