Generally, the first round is hosted by teams that won their league. So you might have a better team that came in 2nd in their league that plays on the road their first game. Example, in Div 1 Santa Barbara hosts Harvard Westlake. SB won their league and HWL did not.

In the next round if a team that was on the road, and won their first game plays a team that won their first game at home, then the first round road team hosts round 2. If both teams hosted the first round game, and won, a con flip done by the CIF office is done to determine the home team. Same goes for round 3, the team with the least amount of home games hosts. If both have hosted the same number of games, another coin toss is done.
