Yes CIF is not bound by it, but do you know how they set up the brackets. Coaches from the advisory committee (the same people who are your division coordinators) take divisions who are not there own (or associated with their league) and then they follow a set of guidelines in forming the bracket. The guidelines are in the playoff bulletin. It starts with the seeding and the people doing the bracket are in charge of the polls. Yes, there are not doing their own division, but you can bet a hefty sum they RARELY stray from the poll and that is only when the guidelines have them do it (league champions or teams within the same league not on the same side of the bracket if possible). If you see any changes from the last published poll and the seeding it was probably done in the last poll that is submitted Friday evening and not published, just handed over to CIF for bracketing purposes. Outside of CIF determining at-large participants the committee is not going to change the coaches poll seedings because a team has a high SOS compared to another team in the poll. Changes to the seeding are simply due to league placements and league teams being too close together in a bracket.
