It's the players job.

Now, obviously, they need help, but if they want to play in college, they need to let their coaches - high school, club, private trainer, etc. - know, and ask them if they can/will help them.

Now, many high school coaches don't have college contacts, but if they know the player wants to continue playing, they can work them harder or maybe expand their practice/training/development to assist with that.

Because, in the end, the high school coach's job is to win games and run a clean program and make sure their players are eligible.

Should they do more? Maybe. Many do. But some don't and/or can't.

It's up to the player (and their family of course) to drive the process. But they should be asking for help from whoever will give it to them because it's a nasty process for all but the very elite (and even for them sometimes.)
