The sections are simply given a number of spots to fill and then submit that to CIF State who then chooses the teams to fill the different brackets. It actually even states that Central and Southern Section teams may be assigned to the Northen Region to help balance brackets (which was done again this year with a Central section team). The individual sections do not get to pick where their teams end up in the state brackets.
