Yes all home games are given to the higher seeds but when it comes to seeding it is strictly a ranking by a committee, section champions are not automatically seeded higher. Last year some SS runner ups were seeded higher than SD, LACity and Central Section champions. The State CIF determines who goes into each bracket and can move teams. Each section is given a specific number of spots (I think the number is 44 for the Southern Section). Usually it is divided 4 - Open, 8 - division 1 and 8 for each division down to 5, but the state can adjust who goes where. The southern section is just given 44 spots, the other sections needless to say are given not nearly as many.
