They do not have to form own association. They need to be in Leagues by themselves and Playoffs by themselves. That's it. Level the playing field. They can be part of CIF. That's what they do in New York and Chicago. Public Schools and Private. Kind of like LA City Section and Southern Section. Both are in CIF, just different.
