The Simi Valley site is an "Alternate Site" as that term is define in the Blue Book. It is not a "neutral" site. Sierra Canyon is still the "home" and "host" team. An "alternate site" is one selected by the home team, and is is one where the host cannot have held a practice at any time. So it's kinda like a neutral site, but not quite the same thing.

Agreed that not hosting the regional finals at a neutral arena seems to somewhat diminish the game's importance, but the reality is that it's a game that's not really going to attract more fans than a large high school gym can accommodate, so renting out an arena like Pauley, or the Galen, Pyramid, etc., would really be a waste of money.
