Enrollment has nothing to do with it any longer.

It's not automatic, but most times a championship would move a team up half a division. Teams receive a certain amount of points based on who they beat and lost to during the regular season. Wins/losses vs higher division teams count for more points, as do wins over opponents .500 or better. Playoff wins also add bonus points that are divided over the number of regular season games played.

For instance, both D5 champions receive 60 bonus points for winning the title. Say they each played 20 regular season games, their point average is their regular season average, plus three.

The most recent year receives 70% of the weight, while the year before gets 30%. So, if the point profile for a team was 3 for 2018 and 9 for 2019, the weighted average would be 7.2, which would put that team in 4A.

If a team were to "schedule down" enough, they could stay in a low division even after winning a title.
