That used to be the case. It was up to the AD to operate "in good faith" and check to make sure that the family had really moved. If the AD wanted to cheat, they could literally just check a box, stating that the family had moved. Now it is different, CIF has a list of required documentation that must be turned in, in order for the change of address to be valid. The documentation list is extensive, and makes the process a PITA hontestly.
