Sounds like it needs to be refinished, or at a minimum screened and recoated. We screen/recoat our floor every summer, and you'd want to refinish maybe once every 10 years or as budget allows.

Check and see the cost, and then try and raise funds for it. Know that you'll lose use of the floor for a week or two.
