"we're outta here, just not sure when/where yet.." you're going to cost your kid an entire calendar year of eligibility if he plays one second. Just quit the team and make your decision. It's what's best for him and for the other kids who he's turning his back on.

: The CIF-SS (or LA City Section) offices will NOT provide advice or interpretation of the rules for parents. That's not the CIF's function, nor do they view that as their role.

: The rules regarding transfers can be generally found at Article 20, "Eligibility Requirements" and specifically at Bylaw 207 which discusses Transfer Eligibility.
: There is also a very helpful FAQ section appended to each of the Bylaws that give pertinent examples and hypotheticals that will assist you in getting a better understanding of the rules.

Pretty simple rule.. If you play this season and then decide to transfer, the kid will sit out the first half of the season next year- unless your family unit moves. Whether it's public or private is 100% irrelevant.
