No, it would not be a CIF violation. There is no rule that limits when a non- varsity level team can conduct a scrimmage (which is, by definition not a "contest" as the.latter term is defined and used in the bylaws). There is a 20-game limit to "contests" (actual interscholastic games played in regulation time, with scorekeeping, refs, etc), but scrimmages are none of those things. The person posting asked about frosh/soph, for which no real standings are kept, no playoffs are held, and no league titles won or lost. They can pretty much do as they please with almost complete impunity at that level. So no violation for conducting a scrimmage, which is in reality a teaching opportunity for two or more participating froh/soph level progams to hold a joint, glorified practice that, at best, SIMULATES, but is NOT a game.
