The way I see it, the schools that regularly recruit and do it well will end up in the Open or 1AA division and play against the best talent anyway. The ones that don't will remain at the lower levels and play against similar teams. So divisional rankings even at the small OC level makes sense. Let me give it a try. This is simply based on the last two years and based on CIFSS scoring - as imperfect as it may be at the moment, it is better than how it was previously IMHO.

The problem with only looking back at past performance is you miss out on the graduation factor. For example Sonora, Esperanza, Buena Park lost significant pieces to graduation and will not be as good as they were the last couple of years.
