First off when you have to assure yourself that you "know what you are talking about" it lets me know that you don't. Bring facts, stats, insight and every one will know if you know what you are talking about or not. Cerritos has a great location, a good facility but to go as far as to say they are a top team in Socal JUCO and that a 65% winning percentage is great is not true. If you look at Playoff performance of 1 not qualify, 2 first round exits, one second round exit, and one great run as a low seed four years ago(still didn't make the state tourney). That doesn't sound like a top program in Socal. Other jucos beside saddleback that have higher winning percentage off the top of my head, san bernardino valley, chaffey, Mt. San Jacinto just to name a few I'm sure there are others. Winning percentage is also skewed by strength of schedule and strength of league. Now the keeping players out of trouble that's I agree that is huge in juco because most are there for a reason. Cerritos may have better baby sitting assistants than say fullerton but it all goes into who you recruit also. A head ache at the juco level is a choice just like coming on this site to profess your basketball knowledge by winning percentage with poor math.
