: : : Those are extreme holdbacks. Most 6th graders will turn 12 sometime during the school-year. Not enter the school-year as 12 and turn 13. If your son is a September birthday he is on the older side of things. Young is being 17 when your high school class graduates and turning 18 that summer or fall of freshman college. No one would argue a student turning 18 in September of their senior year is young.

: Just because a child repeats a grade, does not mean that student receives LESS education. In fact, the child that repeats a grade often exhibits greater mastery and comprehension of essential subjects that kids who are pushed through due to the artificial construct that all kids learn at the same rate and must "progress" to the next grade simply because of the passage of time (and age) do not experience.

: And to the first person posting, the fact that a student will be 19 when he or she graduates from high school is meaningless. It's perfectly allowed by CIF rules.
