Page 15 from the playoff handbook contradicts that
"Each Section will determine the divisional placement for its schools who qualify for the state basketball championships and is required to submit the placement of schools into the five divisions to the State CIF Office by a predetermined date. CIF member schools will be required to participate in the division that has been established by their respective Section"

But then this very vague stipulation:

"Placement in the State Regional Championship is subject to change by CIF State selection committee which has final say in division placement"

...but without any explanation as to who would be moved and whyat would prompt such a move. If Carnegie had a bye in the first round of D6, and played its third string heavily until the finals, do they still move up after a surprise blowout in the title game? It's too subjective.

Shalhevet and Valley Torah withdrew from state consideration. Somehow this allowed Burbank to play in D4 and Riverside Notre Dame to play in D5, while forcing Carnegie to D3. The mechanics for this weren't mentioned in the bulletin, the stste basketball selection committee just made it up as they went. Obviously this invites accusations of favoritism/cronyism. Why was Riverside Notre Dame dropped to D5 instead of St. Paul or Blair? Burbank wasn't the smallest school out of the D3/D2 finalists and yet they were dropped to 4.
