Here's how the musical chairs worked...Shalhevet declined to participate in the D4 state playoffs, opening up a spot. That spot was filled by Burbank, who would've gone to D3 otherwise with their 2550 or so students. A team whose points placed them well out of D4 under the new format, and whose enrollment would've placed them no lower than D1 in years past.
So then Carnegie moved into D3 to fill in for Burbank while Foothill Tech took the extra spot in D6.
Anyone's guess as to why Carnegie didn't simply fill in for Shalhevet in D4...advisory board, please advise. Carnegie lost to Cathedral, there is no way they're better than Burbank, and they are no better than the top 2 seeds in D5.
