That's NOT how open enrollment works. You still have to live in the district's enrollment area in order to attend a high school, and not every district has open enrollment. Any kid CANNOT enroll in any high school. Kids can petition to enroll in a district outside their own home district, but that district has to accept them.
And undue influence extends to middle and elementary schools as well. That is well within CIF rules but they hardly do anything about now.
