: Kids enrolling in high school do NOT have to live in any particular "enrollment area". Under California law they can enroll at any high school of their choice that has room to take them.

Open enrollment has been around for a while, not 20 years. Never the less, if all schools have open enrollment then why does VP get more of those kids? Undue influence rules apply to incoming students as well as transfer students. While there is paperwork done on transfers that requires the previous school to sign off there is no such thing for an incoming Frosh. That doesn't mean violations have not occurred.
