: What you are referring to as "CIF" polls are actually prepared and compiled by SCIBCA and then published by the CIF-SS only. SCIBCA polls are usually compiled by one, sometimes maybe two, CIF-SS coaches whose teams compete in the particular division which is being ranked. It's supposed to be based, at least for the most part, on the votes of other coaches in the same division, but as a practical matter, only a handful of people vote.

Firstly, thank you for the prompt and useful reply.
Read the handbook a couple of times but only seem to find the criteria for OPEN teams. Perhaps that is to be used for ALL Divisions and it has simply been mislabeled?
