I would think a head to head match up would take top priority but then again Ohio State went to the 4 team College Football playoff over a team they lost to (Penn St) and then were shut out in the Fiesta Bowl. Maybe those other games are not AS important as the head to head match up.

Records by individual teams in a section with 550 teams is pretty irrelevant. A team who plays a tough schedule maybe .500 while the team they beat head to head may have an easier schedule and win 75% of their games. Who cares if one wins more than the other, you cannot just look at win/loss records when doing the poll you also have to consider who they play to get that record. I've seen numerous times in the playoffs where a team has an inflated record and loses early because they do not play playoff caliber teams during the regular season. Too often coaches voting in the poll do not see past a number that suggests a lot wins but was earned by playing low level competition.
