: I agree with what is being said on this topic, but allow me to simplify it - "Why are more transfers occurring?" because "The CIF and school districts are allowing it." Then you may as "Why are CIF and school districts are allowing it/" because "They do not want to be the targets of multiple lawsuits."
: Going back many years, when a student wanted to transfer and was denied, a parent may have threatened to take legal action against the CIF and school districts, but in today's environment where litigation has become the norm for everything, CIF and school districts are not going to waste their time and money in the courtroom. Although many think high schools are there only to prepare athletes for the NBA or NFL, believe it or not their main purpose is to educate the student and spending all their resources battling transfer cases in the courtroom is just not worth it.
:Most follow the rules. If you want to transfer go ahead. It's a free country !
